觀海樓位於墾丁國家公園裡的墾丁森林遊樂區內，墾丁森林遊樂區附近原是排灣族「龜亞角」社的山胞部落，故昔稱「龜亞角」。。由於觀海樓樓高為27公尺且位於山上，且其高度高，因此在樓頂可綜覽整個恆春半島，故以觀海樓為名。觀海樓可遠眺東邊的太平洋，南邊的巴士海峽及西邊的台灣海峽，如果天氣好的話，甚至可以看到遠方的蘭嶼。在觀海樓上一探墾丁海天一色，朝陽夕霞的美景，可謂一大享受。
