“得胜沙”古称“外沙”。位于今海口市得胜沙路一带，东起新华北路，西抵龙华路北端，长520米。海口旧城有东门、西门、南门、北门，得胜沙在城门外，依溪、临海，所以海口人也叫它外沙，取“海口外缠一片平沙”之意。据《得胜沙史话》载：“明代建的西天大士庙，当时面临大海，后来由于海潮冲积，‘外沙’出现，今富兴街、外沙后街便形成河流，称外沙河。外沙河到了民国初才逐渐填成陆地，盖起了房子，当时主要是水上疍民居住。”而早在唐朝，“白沙津”作为古渡驿站，也是常常成为历代海盗出没上岸劫掠的岸口。据方志记载，1849年（道光二十九年），海寇张十五犯海口，驾船数十艘进入海口港，清兵把总黄开广带领海口、府城一带军民奋起反抗。当时，水师兵船20余艘将出巡哨，不及防备，与海寇交战中官兵死伤不少，而海口至琼山大林一带也被海盗抢掠，人心惶惧。幸有百姓加入抗贼队伍，寇贼最终被驱赶出外沙，自此，古外沙便改称“得胜沙”。
