Nearly all who entered Pagari cells had to await prison camp or an execution chamber. In being presented with such a choice, the prison camp might have even seemed like a real escape. Also, no-one knew how long they would have to spend in the Pagari cells. After the end of an investigation, the imprisoned person was usually taken to Patarei prison to await judgment. Life was slightly better there in comparison with Pagari, and some who passed through Patarei even referred to it as a “health resort”.
