Mexicans love keeping their shoes shiny. It is another of those quirks between natives and foreigners. To some mexicans, a gringo has dirty shoes and lacks the self respect to keep them spick and span. It is a theme echoed in other cultures where the society may not be "wealthy" but the people have a far higher standard of presenting themselves in public, than people of "wealthy" countries.
