大佛禪院座落於基隆市中正公園壽山之巔，居高臨下，全市風光一覽無遺，禪院前身是在基隆市仁愛區文安里陋巷內的一間佛教講堂，因場地狹小，不宜宏法與清修。至民國五十五年遂有遷建之議。開山普觀法師自幼隨母出家，大發弘願，經多方覓尋，擇定中正公園山頂，可作道場，此地原為一片荒山，但居高臨下，全市風光一覽無遺，遠眺海港，尤是使人心胸開朗，可稱為全省最佳觀光勝地，同行諸大德，極為贊同。民國五十八年大佛開光揭幕，由印順導師主持，際茲推行心靈改革聲中，恭建大佛實具有時代意義，尤其對本市教育、經濟、文化、觀光等大有裨益。
