國道3號興建期間，由於營建商倒閉，導致受僱來台的泰籍勞工生活陷入困境，無錢返國，當時無極慈玄聖天宮住持師父釋天樺好心協助，透過田寮分駐所、間接由新聞媒體向外求援，獲得彌陀區海明寺與信眾的支援，讓泰勞以工代賑方式湊足盤纏，趕在兩年的入境期限內陸續返國。這群外勞朋友為了回報，以一人一石建造出這座石頭廟的雛型，後續由義工詹國華等人陸續完成內部的石、貝裝飾工作，前仆後繼約12年完工。泰籍勞工建廟報恩的感人故事，二度登上媒體，使「石頭廟」與「泰勞廟」的名聲不脛而走，成為田寮區新興觀光景點。
