莫拉克颱風帶來的土石流，瞬間淹沒了小林村，吞噬了數百條寶貴的生命，因此「小林村紀念公園」設計的理念，即是以緬懷逝者為出發點，整體的建構就像以前的小林村。公園內那條由上而下的長巷叫「苦路」，兩側建有追思牆，刻上462位逝者的姓名。苦路的最終端，是圓頂的建築物，象徵生命的輪迴，人們可以從這裡望向蒼穹，思考人與自然的相處之道。
